Manual backport of #10931 as it was decided that there won't be further Icinga package builds for Amazon Linux 2, so v2.16.4 won't be built for Amazon Linux 2. Needed to be done manually as there were some conflicts as code was removed again before it ever made it into a release, see #10931 (review).
